Missions principales

Le(la) directeur(trice) de projet MCE est en charge de piloter la mise en place de la nouvelle messagerie collaborative de l'État. Il/elle organise et anime l'équipe projet, assure la coordination transverse, veille au bon déroulement du projet (déploiement, exploitation, assistance) et garantit l'atteinte des objectifs en termes de qualité, budget, délais et sécurité.

Activités

* Structuration et animation de l'équipe projet
* Pilotage global du projet (trajectoire, indicateurs, coordination, reporting)
* Conduite du changement : communication, formation, panels utilisateurs
* Définition des besoins fonctionnels en lien avec les utilisateurs
* Suivi budgétaire et optimisation des coûts de possession
* Élaboration du modèle économique et mise à jour de la feuille de route MCE
* Intégration de la SSI dans toutes les phases du projet en vue de l'homologation
* Gestion des risques et des arbitrages
* Conseil en modélisation des processus métiers



Enjeux et défis

* Évoluer dans une organisation complexe et multiservices
* Comprendre les attentes des utilisateurs et gérer la relation client
* Traiter des sujets techniques et stratégiques à forte valeur ajoutée
* Coordonner plusieurs acteurs (MOE internes et externes)

Formation et expérience

* Diplôme d'ingénieur en numérique
* Minimum 15 ans d'expérience en gestion de projets de déploiement IT
* Expérience avérée dans la gouvernance projet, la gestion de produits et le changement d'échelle
* Une expérience de migration de messagerie est un atout



Compétences techniques

* Pilotage de projet en environnement complexe (Cycle en V et Agile)
* Connaissance approfondie des systèmes d'information et de la SSI
* Maîtrise de la rédaction de livrables (spécifications, documentation, feuille de route)
* Animation de réunions, conduite du changement



Compétences comportementales

* Organisation, rigueur et autonomie
* Esprit d'analyse et de synthèse
* Sens de l'écoute, de la négociation et orientation client
* Force de proposition et esprit d'initiative
* Excellente communication écrite et orale
Niveau de diplôme requis : BAC+5
Experience requise : 10-15 ans
